     Enclosed please find a third revised permit and findings in the above
matter.  The Board has considered Carrara's Third Motion to Alter and has
made some changes in both the permit and the findings of fact and conclusions
of law. 

     The third revised permit and supporting findings and conclusions
supersede the prior permits and findings issued by the Board in this matter
on February 2, 1994, June 1, 1994 and September 28, 1994.
