                        MEMORANDUM OF DECISION
     
          On May 25, 1994, the Bradford Planning Commission filed a motion
  to alter the Board's decision in the above- captioned matter.  On June
  10, 1994, the Applicants' submitted a memorandum in opposition to motion
  to alter. On September 6, 1994, the Bradford Planning Commission filed a
  motion for leave to withdraw.
     
          The Board deliberated on September 28, 1994 in Montpelier.  Based
  on the request of the Bradford Planning Commission to withdraw, the
  motion is deemed withdrawn and is the final memorandum of decision of the
  Board.
     
          Dated at Montpelier, Vermont this 29th day of September, 1994.
